As part of the preparation for the procurement of the national biometric identification information system for the WURI-Niger Project, we are pleased to share with you, attached to this email, the Early Market Engagement Notice relating to the design, supply, installation and maintenance of this platform.
This preliminary market consultation aims to engage with companies, system integrators, software providers, biometric solution providers and other market actors in order to collect their observations and recommendations before the launch of the formal procurement process.
Interested companies are invited to express their interest by email no later than 23 June 2026 at 12:00 GMT, at the following address: spm@wuri.ne, with copy to cn@wuri.ne.
The expression of interest should include the following information:

- company name;

- country of registration;

- full name and contact details of the legal representative;

- full name and contact details of the local representative or partner, if any;

- a brief presentation of the company’s experience in digital and biometric identification systems.
The Early Market Engagement meeting will take place on 29 June 2026, from 2:00 p.m. to 4:30 p.m. GMT, in a hybrid format, in Niamey and by videoconference.
We would also appreciate it if you could share this notice with your technical, commercial or institutional partners who may be interested in this consultation.
